The card name is “Enthralling Victor”. It has a ‘spiritual sequel’ card in terms of artwork called “Captivating Crew”, drawn by the same artist:
theres this screamer video going around facebook. this is what it looks like. it seems like its building up to some heartbreaking ending to this guys story and then a scary face pops up and loud screaming. the picture is of the beginning of the video. please spread this around u could really be doin someone a favor.
